Establishment & Revival of Block Level Nurseries. SP – Rs 100.00 lakhs
During 2008-09, Rs 72.00 lakhs have been utilized for revival of 20 nos. defunct & establishment of 2 nos. of new nurseries. An amount of Rs 100.00 lakhs is further required to make these nurseries functional. However, Rs 100.00 lakhs is proposed during 2009-10. (Detailed break up is annexed in Annexure -1)
Production and Distribution of Quality Planting Materials: SP – Rs 0.01 lakh
For production of quality planting materials in Govt. farms / nurseries, Rs 90.00 lakhs has been utilized during 2008-09. As per decision taken by Govt. in Agriculture Deptt. the sale proceed of the farms/nurseries shall not be deposited in Govt. account through treasury challan. Allotted amount shall be utilized as revolving fund for production of quality planting materials in future. However, Rs 0.01 lakhs is kept as token provision during 2009-10.
Intercropping in fruit orchards:SP – Rs 0.01 lakh
It is proposed to take up pineapple and root & tuber crops as intercrop in fruit orchards. This will provide short term assured economic benefit to the farmers within a period of one year, because the newly developed perennial fruit orchards give return after 4 to 5 years. During 2009-10, 500(0.01 ha.) units of demonstration shall be taken up in farmers field with a financial programme of Rs.72.50 lakhs. However, keeping the ceiling limit in view, a token provision of Rs 0.01 lakh has been kept during 2009-10.
Subsidy on Integrated Pest Management control on Eriophyid Mites: SP – Rs 0.01 lakh
In order to control Eriophyid Mite of coconut, a token provision of Rs 0.01 lakh is kept provision for treatment of coconut palms during 2009-10.
B. CENTRALLY SPONSORED SCHEME:
The Centrally Sponsored Plan with a financial outlay of Rs 1050.00 lakhs as State Share has been proposed on different schemes. The details are given below:
Production of TxD Hybrid Coconut Seedlings: SS – Rs 3.13 lakhs CS – Rs 3.13 lakhs
This programme is implemented on equal matching share (50:50) between CDB & State Govt. The total norms of assistance are Rs.25/-for production of one hybrid seedling. This programme is being taken up now only in departmental coconut farms/ nurseries, where technical expertise is available. The sale rate is decided by the Horticulture Deptt., Odisha. The receipt accrued from the sale of the seedling are to be shared by the CDB & State Govt. on 50:50 basis. The total outlay is of Rs 6.26 lakh where in state share comes to Rs 3.13 lakh for production of 25,040 coconut seedlings during the year 2009-10.
Establishment of Regional Coconut Nursery: SS – Rs 25.00 lakhs CS – Rs 25.00 lakhs
Financial assistance with 50:50 share from CDB & State Govt. shall be provided for raising of coconut seedling of promising cultivars. The total assistance is Rs.25/-per seedling shared by both CDB & State Govt. on 50:50 basis. Those seedlings so raised in Govt. farms/ nurseries shall be utilized for plantation in different Govt. programmes as well as sold to public at Govt. approved rate. The total sale proceed so obtained shall be deposited as revenue receipt into the Govt. account through treasury challan. The total outlay of Rs 50.00 lakhs has been proposed for implementation of the scheme where in the state share comes to Rs 25.00 lakhs for production of 2,00,000 coconut seedlings during 2009-10.
